The Failure/Future of the Rules-Based Order In-Person
About the Program
This learning session examines the significance and continuing viability of the post 1945 Rules Based Order in a time of geopolitical tensions, shifting power configurations, and renewed debates on multilateralism. It explores how the Rules Based Order emerged in the aftermath of the Second World War, how it has evolved through layered negotiations among states, and how it continues to be sustained and contested by actors from both the Global North and Global South. This event forms part of the America 250 Program of the DLSU Libraries’ American Corner Manila, which commemorates 250 years of United States independence while highlighting contributions to innovation, education, and culture. In line with this initiative, the session promotes a balanced and analytically grounded conversation on the evolution of global governance, recognizing that the Rules Based Order is historically layered, negotiated through multilateralism, and shaped by the participation of states across regions.

Event Organizer
Roana Marie Flores is an academic service faculty at De La Salle University, Manila, and is currently working as an Associate American Corner Librarian. She has been a dynamic library and information science (LIS) practitioner for over seven years with experience in school, academic, and the National Library of the Philippines. Her work experience comprises event management, information literacy, public relations and marketing, community outreach, and social and cultural services aimed at people from all walks of life, especially the underserved population. She has presented to various local and international conferences and has been actively publishing research works in reputable journals. Her research interests include library programming, inclusivity and diversity, and library management.
